All transfers of firearms to a non-licensed person will always require a background check from the Va. State Police.  There will be no exceptions (I even have to do a background check on my Brother and Son). A non-licensed person is a person without a FFL license or Non-dealer.

Effective July 1st 2016 VA residents will need only one ID
